You will see the cable that used to connect to the handle. Remove the cable by pulling it through the slot(apparent when you get to it) and now remove the two screws that hold the handle on. Also, you have to remove a screw from the passengers side of the cover plate over the handle. the plate will slide, and it will come off. replace the handle and etc.

You need to squeeze yer a$$ back there inside and disassemble all the internal plastic - most of it should bephillips screws and snap togethers. After the panel is off you find the rod going from the handle down to the latch and pull up on it.Replacement of the handle is a metter of a plastic clip and two small nuts.Good Luck
I have had this issue with both Siennas I had. This is the only vehicle I have ever seen that has no emergency latch inside the car that opens the door. Seems like this would be a standard, required safety item on a car. Specially 2000 and newer. Doesn't make sense, specially with the price. I wouldn't have gotten the 2nd one but I didn't get a vote at the time.
